Cut the beef into chunks. Mix the vinegar with the chilli powder, cumin, paprika, turmeric and half the grated garlic and ginger, then coat the beef and marinate for at least 1 hour.
Fry the finely chopped onions in the oil until deep golden, about 12 minutes.
Add the remaining garlic and ginger and cook for 1 minute.
Add the marinated beef with all its marinade and cook over high heat for 5 minutes.
Pour in enough water to just cover, bring to a simmer, then cover and cook gently for 1 to 1.5 hours until the beef is very tender and the sauce is thick.
Season with salt and serve with rice.
