Fry the chopped onion and diced carrots until softening, then add the beef mince and brown well.
Stir in the tomato purée and cook for 1 minute, then add the stock and Worcestershire sauce. Simmer for 25-30 minutes until thick. Season.
Meanwhile, boil the peeled, chopped potatoes until tender, drain and mash with the butter and milk. Season.
Heat the oven to 200C. Tip the mince into a baking dish and spread the mash evenly over the top, roughing up the surface with a fork.
Bake for 25-30 minutes until the topping is golden and the filling bubbles at the edges. Rest for 5 minutes before serving.
