Heat the oil and fry the chopped onions and diced pepper until soft, then add the garlic and cook for 1 minute.
Turn up the heat, add the beef mince and brown thoroughly.
Stir in the cumin and chilli powder and cook for 1 minute until fragrant.
Add the chopped tomatoes and stock, bring to a simmer and cook gently, part-covered, for 30-40 minutes until rich and thick.
Stir in the drained kidney beans and the chocolate, and simmer for 10 more minutes. Season to taste.
Serve with rice, soured cream, grated cheese and coriander.
